The directors of the Rapid City and Sioux Falls airports have made a significant appeal to the state government for additional financial support to drive their ambitious construction projects forward.

South Dakota Airports Seek State Support

During a recent briefing to the South Dakota Aeronautics Commission, Patrick Dame, Executive Director of Rapid City Regional Airport, and Dan Letellier, Executive Director of Sioux Falls Regional Airport, outlined the pressing need for continued state investment. Both airports are crucial gatekeepers to South Dakota’s economic growth, facilitating travel and commerce for residents and tourists alike. Aviation is a cornerstone for both local and regional economies, and these expansions are anticipated to significantly contribute to future development across the state.

The projects have already secured $15 million each in low-interest state loans authorized from a housing infrastructure fund, with a notable 2% interest rate over 20-year terms. These funds will be recycled to aid future development through repayments. However, given the inflationary pressures, the airport directors have predicted additional funding needs, possibly around $5 million split between the two airports.

Addressing Infrastructure Challenges in Rapid City

Rapid City Regional Airport is experiencing record growth. 452,195 passengers boarded flights last year, registering a 5.8% increase and marking the airport’s third consecutive year of passenger growth. Such increase underscores the necessity of expanding existing infrastructure to accommodate a higher volume of traffic.

Current issues like gate congestion and a shortage of overnight parking impede efficient operations at Rapid City. These problems discourage airlines from adding new routes, consequently affecting the region’s connectivity. The ongoing $70.6 million project aims to revamp TSA checkpoints, baggage screening, and ticketing areas. With funding sources comprising 70% federal, 25% local, and 5% state, the upgrades will address long TSA wait times and enhance passenger comfort.

Moreover, a larger $121 million project will add five gates, complementing the efforts to handle increasing passenger numbers efficiently. Expected federal funding of $40 million, coupled with local and state contributions, signifies a community-driven commitment to modernizing the airport.

Sioux Falls Regional Airport Expansion

Sioux Falls Regional Airport is on a similar trajectory of growth, needing expansion to match its consistently rising passenger numbers. Averaging a 3.5% growth over the past 25 years, the airport is undertaking a $135 million project to expand the terminal, runways, and taxiways.

The infrastructural project addresses critical constraints, such as outdated concourse designs that are incapable of meeting current fire safety codes, and capacity constraints, with existing gates built for 50-60 passengers now serving up to 180. Federal support of $83.9 million has been secured, alongside a requested additional $5 million. Not counting the low-interest state loans, state funding currently amounts to $3.5 million, with local funding anticipated to be $47-50 million.

Efforts to introduce new routes with Southwest and American Airlines have stalled due to fluctuating fuel prices, impacted by geopolitical tensions like the Iran war, which in turn has affected airline schedule reassessments.

A Call for Sustained State Support

The airport directors have proposed forming a subcommittee to tour their facilities and discuss funding needs more deeply. In both Rapid City and Sioux Falls, the projects represent a concerted effort towards enhancing regional accessibility and driving economic progress, which will benefit South Dakota residents and businesses. An increase in state financial support could bolster these efforts, further anchoring South Dakota’s position as a growing economic hub in the Midwest.
